I managed planning applications at Councils across Melbourne and some of the Councils in regional Victoria.

There are some 31 councils in Melbourne.

In principle each Council- or more importantly the elected Councillors- have their design preferences and have a bias towards some of the planning policies.

If one knows those "secrets" and can design well taking into consideration the planning policies, chances are your dual occ application will be successful.

For argument, some councils prefer a single storey built form in the back or last unit , while others will support a duplex on a minimum frontage while others will just not like a duplex in their municipality and VCAT might be the only option!
